    P.H.E.W.A. recommendations coming on Saturday

ALBUQUERQUE - On Saturday, July 6, the Assembly is scheduled to hear
recommendations from the Assembly committee on Mission Priorities and
Budgets regarding a report and overtures related to the Presbyterian
Health, Education and Welfare Association.

The committee's response to the report (33.027) on P.H.E.W.A., which
was conducted by the National Ministries Division as mandated by the 207th
General Assembly, is to recommend approval of the report with these
recommendations added to it: (1) that P.H.E.W.A. finances and accounting
be subject to the same accounting standards of all the entities of the
Presbyterian Church (U.S.A.). and (2) that the General Assembly Council
through the National Ministries Division review the memorandum of
understanding to consider revisions that will address the concerns of
inclusiveness and political advocacy and the financial implications
involved.

The committee is recommending disapproval of overture 96-75, which
asks for funding of P.H.E.W.A. to be discontinued. In response to overture
96-99, having heard stories about the "great things God is doing in the
ministries of the various networks of P.H.E.W.A." the committee is asking
that Moderator John Buchanan appoint a committee to address the concerns
about P.H.E.W.A. expressed in the overture "to create a vehicle which can
multiply the opportunities for additional network ministries."
