Confirmation voted; concerns noted

ALBUQUERQUE--While the Assembly committee on Mission Priorities and Budgets
has unanimously recommended the election of James Brown as executive
director of the General Assembly Council, they have noted the strong
sentiment behind overture 96-125 from the Presbytery of South Alabama.
They are urging that the evaluation process for the executive director be
evaluated and revised to reflect more faithfully the sentiment of the
church as a whole and its various Assemblies.

They are suggesting that revisions should address these concerns: (1)
the possible inequity of evaluation being carried out by members of the
executive director search committee; (2) the potential conflict of interest
resulting from the present manner of involvement of the executive director
in the course of his evaluation; (3) the perception of autonomy and lack of
accountability on the part of the Council to the expressed direction of the
General Assemblies.

GAC moderator William McIvor told the committee he didn't deny the
mistrust and concerns "out there," but said that the Council feels a deep
sense of accountability to the Assembly.

A committee member said there are two possible responses to mistrust,
which are: to pretend it's not there and hope it will go away; or to openly
address it.
