GCFA head announces 
staff promotions, assignments

     EVANSTON, Ill. (UMNS) -- Elections and assignments at the
finance agency of the United Methodist Church have been announced
by the general secretary.
     The elections by a conference call of the General Council on
Finance and Administration's executive committee, headquartered
here, were announced July 30 by Sandra Kelley Lackore, general
secretary and treasurer. 
     Gary K. Bowen, associate general secretary, was named
business manager of the General Conference. He also will serve as
manager of support services for the Evanston office.
     The Rev. John L. Schreiber, formerly an assistant general
secretary, was elected associate general secretary for records and
statistics.
     Elizabeth T. Okayama was elected associate general secretary
for episcopal services and human resources. The new assignment
adds human resources to the responsibilities for episcopal
services she had as an assistant general secretary.
     Lackore said those three elections became effective
immediately.
     She also announced the first phase of a staff reorganization,
effective Sept. 1, that affects five other positions, primarily in
accounting.
     "I believe the end result will be more efficient delivery of
accounting services," she said of the reorganization that followed
consultation with the firm of independent auditors used by GCFA.
     A call by the 1996 General Conference for an internal auditor
led to the creation of that position and the appointment of Beth
Taylor, who was the controller. Lackore said Taylor would work
with the auditors and treasurers of the church agencies to
implement this mandate.
     Kristin Brunner, the assistant controller, has been named
controller and assistant to the treasurer. A second accountant --
in addition to Rom Chmara -- will be hired and an assistant
controller will be named later, Lackore said.
     The Rev. Steven Zekoff has been named assistant general
secretary, a position that will include special assignments from
the general secretary and serving as GCFA communications officer.
Three quarters of his time will be spent continuing his risk
management responsibilities, Lackore said.
     Linas Lukas, who had been serving as interim head of computer
operations, has been named director of management information
systems.
     As a result of these staff reassignments, GCFA will have one
less executive position in the Evanston office.
