COSROW plans training
for legislation-writing

     Training women to write legislation for annual conferences
and General Conference has become a goal of the United Methodist
Commission on the Status and Role of Women (COSROW).
     That goal was reported by the agency's legislative committee
during the Feb. 20-23 COSROW meeting at Gulfside United Methodist
Assembly in Waveland, Miss.
     "They recognized that many women in annual conferences don't
know how to write legislation," said Cecelia Long, COSROW's co-
general secretary.
     The proposed training would offer "hands-on experience" and
include examination and review of the United Methodist Book of
Discipline and the writing of new legislation.
     Long said the committee's next step will be to establish a
pilot project to test a model for the training.
     A task force was named to plan a "Women's Congress" -- set
for April, 1999 -- to promote leadership skills among a cross-
section of the church. Members are Joyce Waldon Bright, Francis
E.W. Guidry, Takayuki Ishii, Deborah Kiesey, Darlene Saunders-
Ousley and Elizabeth Wright.
     In other business, COSROW members:
     * learned the history of Gulfside Assembly and its
significance to African-American members of the church.
     * heard Thelma Barnes, a former executive of Black Methodists
for Church Renewal, share insights into the work of African-
American United Methodists;
     * discussed the book The Social Construction of White Women,
Whiteness Race Matters by Ruth Frankenberg and shared personal
experiences with racism;
     * elected three new members -- Mark Miller, Northern New
Jersey Annual Conference; Seini Liti, California-Pacific and
Sherman Harris, Baltimore-Washington;
     * selected Alice Yun Chai, Phyllis Ferguson, Doug Grove-
DeJarnett and Dean Yamamoto to serve on the joint task force on
racism/sexism co-sponsored with the United Methodist Commission on
Religion and Race;
     * made plans to survey a cross-section of constituents to
determine the effectiveness of the commission's work;
     * learned that Stephanie Anna Hixon, COSROW's other co-
general secretary, will be on study leave until June 16.
