Motive unclear

GENEVA, 26 March 1998 (lwi) - A Burundi staff member of the Lutheran World
Federation (LWF) was murdered at a Tanzanian refugee camp, March 15. He was
a security guard at Mtendeli Refugee Camp, mainly for Hutu refugees, in
Kibondo District. The second guard on duty escaped with serious head
injuries.

Some connection with the recent attack on the Bukora 3 resettlement
community in Rwanda, where eight people were killed, cannot be ruled out,
according to Duane Poppe, LWF World Service Tanganyika Christian Refugee
Service director. But the fact that the injured guard was Tanzanian seems
to indicate the murder was neither politically nor ethnically motivated.
Theft of equipment is a possibility, he said.
