                   Balanced Per Capita Budget  
                    Approved For 1999 And 2000 
 
FORT WORTH-Following its early Saturday morning business meeting to study 
the total financial impact of Assembly actions, the Committee on General 
Assembly Procedures presented its recommendations for a balanced per capita 
budget for the years 1999 and 2000. 
     As proposed by the committee and as approved by Assembly action, the 
1999 financial implications of $176,411 will be addressed by taking $50,000 
from contingency funds and an additional $126,411 from prior year 
accumulations (reserves).  There are no per capita implications for 1999. 
The $103,356 financial impact for the year 2000, also approved in the 
action, will be raised through an additional per capita increase of $.04, 
and $11,005 taken from prior year accumulations (reserves).  This 
translates into a per capita apportionment rate for 2000 of $4.95 per 
member on the active roll, for a total increase of $.18 from the prior 
year. 
     While this would appear to be a large increase over last year, 
resource persons had earlier advised members of the committee that the 
increase in per capita, when viewed in context, was consistent with overall 
trends.  
     Again acknowledging "our ongoing desire to be good stewards," Elder 
Phil Barnes, moderator of the committee, presented several additional 
recommendations of the committee. Chief among these was a directive to the 
Office of the General Assembly "to provide information on methods of 
alternative publishing to all General Assembly committees."  One 
commissioner rose on the floor to describe the "softbook" which was now 
being tested, a device that holds all assembly documents electronically. 
     The committee's report concluded with a presentation by three youth 
advisory delegates (YADs)  to the leadership and members of the Committee 
on Local Arrangements (COLA). With thanks and praise for COLA's 
graciousness and hospitality, the YADs offered a gift of a beautiful, 
stained-glass cross, unique in that each assembly participant was given the 
opportunity to affix a small piece of glass to this striking symbol.  Jan 
DeVries, director of the Department of Administration and Assembly Services 
for the Office of the General Assembly (OGA), also commended the membership 
of COLA and the leadership of Grace Presbytery for their patience, 
hospitality, encouragement, and especially for their prayers for assembly 
participants and staff. A Louisville stoneware plate, presented to the 
Presbytery of Grace with grateful appreciation from the Office of the 
General Assembly for hosting the 211th General Assembly, concluded her 
tribute.
