Assembly to act on new criteria for special offerings

	by Nancy Rodman

LONG BEACH, June 26 -- The Assembly Committee on Stewardship and Mission
Support will ask the General Assembly to approve revised criteria for the
special offerings of the Presbyterian Church (U.S.A.) as well as new
patterns for the churchwide offerings.

The proposed criteria reflect current practice and clarify what can and
cannot constitute a special offering. The recommended patterns for
churchwide special offerings include promotion and allocations. Included
among the recommendations is one that would broaden the church's donor base
for the offerings by using technology and nontraditional giving.

The greatest recommended change would modify the allocations for the
Pentecost Offering by simplifying the formula. Under the proposal, 50
percent of the Pentecost Offering receipts would be designated for General
Assembly youth and young adult programs, 40 percent would be retained
locally for children at risk and youth and young adult programs, and 10
percent would be for children at risk programs at the General Assembly.

The other churchwide special offerings are the Peacemaking Offering, the
Christmas Joy Offering, and One Great Hour of Sharing.

Special offering receipts have for the most part increased since 1996 with
1999's total for all four offerings exceeding $17,000,000.
