General Assembly per-capita likely to rise

COGA proposes 22-cent increase to prevent $2 million in deficits

LOUISVILLE, Ky. -- Faced with shortfalls in each of the next two years, the
Committee on the Office of the General Assembly (COGA) will likely propose a
22-cent increase -- from $4.98 to $5.20 -- in the General Assembly
per-capita apportionment for 2002.

	The per-capita budget must be approved by the upcoming 213th General
Assembly, which convenes in Louisville on June 9.

	For three years -- from 1996 through 1999 -- per capita held steady at
$4.95. Last year the General Assembly agreed to raise it to $4.98. But COGA
is anticipating deficits of close to $1 million for 2001 and 2002, and steps
must be taken to shore up the per-capita budget, COGA officials said during
a Feb. 20 joint meeting of COGA and the General Assembly Council.

	The per-capita budget, based on a per-member contribution by the 2.5
million members of the denomination, pays for the annual meeting of the
General Assembly, pays the expenses of various Office of the General
Assembly entities (such as the moderator's office, the stated clerk's
office, the Permanent Judicial Commission and the General Assembly
Nominating Committee), supports the Department of History and makes
contributions to ecumenical bodies.

	On the GAC side, per-capita funds pay for GAC meetings, cover
administrative costs of the office of the executive director, and support
such services as communications, legal services, human resources, finance
and accounting, information services and building operations at the
Presbyterian Center in Louisville.

	The proposed per-capita budget for 2002 is $14.6 million, up from $14
million this year. In 2000, the per capita budget finished with more than
$200,000 in revenue over expenses.
