	Wyoming re-elects Garwood

	Dr. Ronald M. Garwood was re-elected to his fourth term as
president of the Wyoming District during the district's May 1-3
convention in Casper, Wyo. Garwood, 60, was elected on the first ballot.

	Also elected were Rev. Shawn Kumm of Laramie, Wyo., first vice
president, and Rev. Richard Boche, Cheyenne, Wyo., second vice
president.

	The theme of the convention was "We believe, teach and confess
.. the Doctrine of Justification." Synod First Vice President Daniel
Preus served as essayist.

	Among resolutions adopted, delegates noted that the 2001 Synod
convention "declared that the Evangelical Lutheran Church in America can
no longer be considered an orthodox Lutheran body" and charged the LCMS
Praesidium with evaluating the Synod's cooperative pastoral working
arrangements with the ELCA. The district's resolution asks the Synod in
convention to hear the Praesidium's report and "declare that our Synod
will no longer engage in joint Word and Sacrament ministry with the
ELCA." It further asks the Synod president to "oversee and supervise the
Synod's various boards and commissions" as they disengage themselves
from such joint mission work, "including ministry to the armed forces,
international Lutheran congregations and campus ministry."

	Another resolution adopted by delegates questions the opinion of
the Synod's Commission on Constitutional Matters (CCM) to the question,
"May a district president who has acted in a matter, after having
received the advice and authorization of the synodical president, be
charged under Bylaws 2.27 for such act ...."

	The resolution notes that "the CCM opinion moves beyond the
question asked by stating that the Synod may not take action 'to
terminate the membership of its member who, when performing his/her
official duties, follows the advice and counsel of the ecclesiastical
supervisor designated by the Synod,'" and asks the Synod in convention
"to declare the response of the CCM in answer to this question (opinion
02-23-09) to be invalid and to have no standing in the Synod."

	Another adopted resolution notes that the LCMS Constitution
mentions "the deposition from office" of a synodical president, "but
fails to provide a mechanism for this to take place in a decent and
orderly way." The resolution asks the Synod's Commission on Structure to
"provide to the next synodical convention a means or model for placing a
synodical president on restricted status, suspension, or deposition from
office for sufficient cause."

	Delegates also passed resolutions:

	* asking the LCMS Board of Directors to "review and evaluate the
auxiliary status of the International Lutheran Laymen's League" in light
of concerns raised about its suspension last year of "one of the members
of its staff, who also holds the office of vice president of The
Lutheran Church--Missouri Synod." The reference is to Synod Second Vice
President Wallace Schulz.

	* requesting the Synod at its next convention to "direct the
Commission on Worship to retain, in the next hymnal and all subsequent
worship materials, the Nicene Creed according to the wording in
'Lutheran Worship.'"
