	Missouri re-elects Kalthoff

	Delegates to the LCMS Missouri District convention, June 8-11 in
Columbia, re-elected Dr. James W. Kalthoff, of Chesterfield, to his
fifth three-year term as president.

	Kalthoff was re-elected on the first ballot.

	Rev. Ray Mirly, Olivette, was elected first vice president. He
succeeds Dr. Peter Kurowski, who chose not to have his name on the
ballot.

	Others re-elected were Rev. Gary Clayton, Cole Camp, second vice
president; Rev. Terry Weinhold, St. Joseph, third (formerly fourth) vice
president; and Rev. Andrew Spallek, St. Louis, fourth (formerly third)
vice president.

	Two resolutions delegates passed call for the 2004 Synod
convention to overrule recent opinions of the Synod's Commission on
Constitutional Matters (CCM).

	One of those opinions states, The Constitution and Bylaws of
the Synod do not allow or contemplate the expulsion of a member of the
Synod on the basis of an action taken with the full knowledge and
approval of the appropriate ecclesiastical supervisor." The district
action also requests the LCMS Commission on Structure to propose bylaws
to the 2004 convention that would address ecclesiastical supervision.

	The other CCM opinion, as described in a summary, says, "Article
XI B of the [Synod's] Constitution gives the president the right, under
extraordinary circumstances, to call up for review but not overturn a
decision of an investigating officer carrying out the responsibilities
of Bylaw 2.27c, even if the president has been made prematurely aware of
the decision as a result of improper publicity in the case."

	Delegates also passed a resolution requesting the 2004 Synod
convention to have the LCMS Commission on Theology and Church Relations
study the objectives, tenets, programs and practices of the Association
for Clinical Pastoral Education.

	Other adopted resolutions commend the "One Message, One Mission,
One People" emphasis, encourage 10 new mission starts in the district
over the next three years, and call for finding ways to provide
financial support for educating professional church workers.
