GCFA expects its 1996 savings
to total $800,000 of budget

     ATLANTA (UMNS) -- The General Council on Finance and
Administration (GCFA) of the United Methodist Church has announced
an expected savings of $800,000 from its 1996 budget.
     Here for the GCFA annual meeting Dec. 3-6, officials
attributed at least a part of the decreased spending to
reorganization of staff and economies in the costs of holding
meetings.
     Sandra Kelley Lackore, in her first year as GCFA general
secretary, has abolished one management layer in the agency's
Financial Services Division and used computer consultants to
enable the elimination of three staff positions.
     Other changes include combining human resources and episcopal
services departments, uniting two positions into a single
assistant general secretary for records and statistics,  and
reorganizing the department of general administration. GCFA also
created an internal auditor position as mandated by General
Conference.
     Holding some meetings at retreat centers or by conference
telephone call also contributed to savings.
