Managed Care Resolution Referred to ACSWP

SYRACUSE--A Resolution on managed care was referred by the 209th General
Assembly back to the Advisory Committee on Social Witness Policy with
comment, amendments, and the paper "A Critique of the Proposed Resolution
on Managed Care Before the 209th General Assembly, with Proposed Revised
and Expanded Recommendations". The referral followed the defeat of an
amendment to approve the resolution rather than refer it back to the ACSWP.
Commissioner Sharon Baker, Presbytery of Des Moines, called attention
to the urgency of the issue, saying that it needs to be addressed this
year, not at a time in the future. Commissioner Malcolm King, Presbytery
of East Tennessee, responded that because it does not address mental
illness, the resolution should be referred back to the Advisory Committee.
The amendments to the resolution strengthen the commitment to low
income people and urge the Board of Pensions to ensure that the managed
care plans with which it contracts, support community-based pharmacies,
hospitals, and health professionals. The Assembly, in its comment to the
Advisory Committee on Social Witness Policy, requests further consideration
of the relationship between managed care and community-based health care
institutions so that advocacy efforts are consistent with the Assembly's
intentions.
The paper, "A Critique of the Proposed Resolution on Managed Care",
evaluates the resolution as it relates to mental illness issues and
suggests additional recommendations.
