GCFA elaborates on World Service Fund allocations

UMNS story #534 (Sept. 21) stated that the Commission on United
Methodist Men "learned that the agency is operating at a deficit because
money from its two primary funding sources, the World Service Fund and
the United Methodist Men's Foundation, has not been allocated as
scheduled." The wording of the phrase should not be interpreted to mean
that General Council on Finance and Administration (GCFA) is withholding
money from the World Service Fund allocation.
"The World Service Fund is being allocated to each agency based on its
apportioned amount and based on the amount received by the General
Council on Finance and Administration each month; we hold no agencies'
funds," said Brent Smith, with GCFA's Nashville, Tenn., office.
Funds are not received evenly by GCFA throughout the year, and about 48
percent of the annual World Service apportioned amount for 1998 had been
received through September, Smith said. The remaining apportioned funds
normally arrive at GCFA during the last three months of the year, the
heaviest period for receipts.
At the end of the September, World Service Funds were $26.7 million, up
$1.04 million from a year earlier.
