    Joey B. Bailey Is Appointed Director 
    of Mission Support Services

LOUISVILLE, Ky.--General Assembly Council (GAC) executive director John 
Detterick has announced his appointment of Joey B. Bailey as deputy 
director for Mission Support Services. 
 
    Bailey, 52, an elder at Harvey Browne Memorial Presbyterian Church in 
Louisville, has been with the Presbyterian Investment and Loan Program 
(PILP) since January 1998, most recently as executive vice president and 
treasurer. He is a University of Kentucky graduate, a Certified Public 
Accountant and a veteran of 28 years in banking in the Louisville area. 
 
    In his new position Bailey will be executive vice president/chief 
financial officer and treasurer of the Presbyterian Church (U.S.A.). His 
areas of responsibility include financial, property, distribution and 
information services. 
 
    Detterick said Bailey "has done an outstanding job, providing strong 
operational and financial leadership" at PILP, and will bring a powerful 
"combination of financial experience and management experience" to his new 
post. 
 
    "I look forward to the leadership role Joey will play, along with the 
rest of the staff leadership team," he said. 
 
    Bailey's appointment was made public on March 29 - the first day on the 
job for another key member of Detterick's team, deputy executive director 
Katherine M. Lueckert, formerly an assistant city manager in Plymouth, 
Minn. 
 
    PILP president Ken Grant said he was of two minds about Bailey's 
appointment. 
 
    "It's certainly a loss for PILP," he said, "but, thanks in part to the 
job (Bailey) has done, we're at an appropriate place now for a new 
corporate start. While he was with us he introduced new information systems 
that will permit the program to grow. There are several challenges we still 
have to face, but he's leaving us in good shape. We are Y2K-compliant and 
disaster-protected." 
 
    Grant said Bailey's management style incorporates "careful, thoughtful 
listening," "insightful questions" and a "belief in the service model." 
 
    "He also has the ability to take the perspective of the whole 
enterprise, to focus church-wide, and to balance the needs and interests of 
various groups and programs," he added. "He's smart, compassionate and 
faithful - and to me he's been a good personal advisor and friend." 
 
    The Rev. Richard Ferguson, interim director of the Congregational 
Ministries Division, was similarly enthusiastic. "Hold your ears for the 
resounding `Hallelujah!'" he said. "I am very, very positive, in terms of 
his background and his customer-oriented intent. He seems to regard us as 
customers for his services - which has not always been the case in the 
past." 
 
    Bill Gatewood, associate director for property management, said of 
Bailey: "He's an excellent administrator and team-builder, with tremendous 
credibility ... and I think his appointment is consistent with the 
direction (in which) the GAC and the director are wanting to go." 
 
    Debra Sexton, associate director of the Presbyterian Distribution 
Service, said of Bailey's appointment: "I've got nothing but good things to 
say. We've been without support since 1996, basically, and (Bailey) seems 
not just willing, but eager, to share information with us. It's a whole 
different attitude." 
 
    John A. Rodgers, chair of the GAC's Mission Support Services Committee, 
said: "Our committee feels very favorable about this appointment and 
believe Mr. Bailey is well qualified with his experience as a CPA as well 
as in banking. In addition to that, he brings a good collegial and 
Presbyterian background to the position. In the time he's been on loan to 
us, he's proven to be astute, and to be a team player." 
 
    Detterick said the search for a leader of MSS took longer than he 
expected. 
 
    "As I've said publicly, my original goal was to bring two names to the 
February (GAC) meeting," he said. "At that stage, frankly, Joey had not 
applied, and I hadn't recruited him. ... It was about that time I was 
beginning to focus on him as a possibility. Joey had no intention of 
leaving PILP. It took some recruiting." 
 
    Bailey said he's excited about his new position, but a little 
apprehensive. 
 
    "It's going to be a real challenge to dig down into systems already in 
place and find new ways to do things," he said. "We're going to change the 
entire relationship MSS has with the rest of the agency. Up to now it's 
been a very closed society - partly, I think, because it's been a long time 
since this particular position has had a permanent staff person. ... 
 
    "We're going to be open to suggestions. We're going to be responsive. 
We're going to bring a fresh look to the whole area of financial 
reporting." 
 
    Bailey worked for Future Federal Savings Bank from 1971-1991, serving 
in several capacities; he was president and CEO from 1985-1991. He later 
became a vice president of PNC Mortgage Co. and senior vice president and 
CEO for Oldham County of PNC Bank. He was a founder, president and CEO of 
First Bank. He lives in eastern Jefferson County. 
 
    After announcing Bailey's appointment, Detterick offered a spontaneous 
tribute to interim MSS director Bob McKee, who in recent months has been on 
medical leave. 
 
    "We owe him a real debt of gratitude," Detterick said. "He has been 
tremendously helpful, and has played a key role in the life of the GAC for 
almost two years. When I talked with him ... and told him that Joey was a 
candidate, he was very supportive. I want to say `Thank you' to Bob McKee, 
personally." 
 
    Rodgers also offered a tribute to McKee: "I wouldn't want to go on too 
long with positive comment about this appointment without pausing to say 
that we'll miss Bob McKee. He has done a wonderful job, and all of us on 
the committee appreciate it."
