Form of Government Recommendation
to Go to Assembly
FORT WORTH -The Assembly Committee on Church Polity will ask the General
Assembly effectively to end the Book of Order revision that had been
referred to the Advisory Committee on the Constitution (ACC)by adopting the
third of three options offered by the ACC. If the Assembly approves the
recommendation, the ACC will revise the Foundational section of the draft
revision of the Form of Government that was sent to all commissioners with
the Reports of the General Assembly (RGAs) and report back to the 212th
General Assembly (2000). That Assembly will have the option of approving
the revision as a study document.
The committee rejected two alternatives that would have continued the
ACC's work on Form of Government revision.
In other business, the committee recommended that the General Assembly
affirm the right of the Presbyterian Church (U.S.A.), under the Free
Exercise clause of the First Amendment to the United States Constitution,
to govern itself and order its life and activity free of government
intervention. If the recommendation is approved, the Stated Clerk would be
authorized and directed to provide financial and technical support to
congregations and presbyteries in legal proceedings in certain kinds of
property and jurisdictional matters.
