JERUSALEM, November 26, 2000--In a message received here, the Roman Catholic=

Bishops in England and Wales have called on Israel and the Palestinian=20
National Authority to return to peace negotiations.  The text of the message=

STATEMENT ON=20
THE IMPORTANCE OF SUSTAINING THE MOMENTUM OF=20
THE PEACE PROCESS IN THE HOLY LAND

The Bishops=E2=80=99 Conference:

=C2=B7  expresses its sadness at the recent violence in the Holy Land and th=
e=20
grievous suffering that has been caused by this and requests renewed prayers=
=20
for a just peace.=C2=A0=C2=A0 Many hopes appear to have been dashed by the v=
iolence=20
especially those of a negotiated settlement that would guarantee the=20
fundamental rights of all the peoples of the region to live in justice,=20
dignity and security, and so allow members of two peoples and three faiths t=
o=20
live side by side in reciprocal respect;

=C2=B7  recognises that every death by violence is a tragedy, and in many ca=
ses a=20
crime.=C2=A0 But it is also important to notice that there is a gross dispar=
ity=20
between the numbers of those killed and wounded on each side;=C2=A0=20

=C2=B7 echoes some powerful recent words of the Holy Father, who wrote, =E2=
=80=9COnly a=20
return to the negotiating table on an equal footing, with due respect for=20
international law, is capable of disclosing a future of brotherhood and peac=
e=20
for those who live in this blessed land=E2=80=9D.=C2=A0 One implication of t=
his expression=20
of theHoly Father deserves particular attention - that negotiations between=20=
a=20
strong party and a weaker one can only succeed in bringing justice given the=
=20
vigilant support of the international community, especially where=20
international law is at stake.=C2=A0 The Bishops=E2=80=99 Conference therefo=
re urges Her=20
Majesty=E2=80=99s Government and the European Union to offer the necessary s=
upport=20
for the negotiations;

=C2=B7  is fully conscious of the constraints on the main political leaders=20
involved, who each have to take account of factions seemingly bent on furthe=
r=20
and systematic violence; and encourages them to continue with courage in the=
=20
search for peace; since the more massive the present violence, the greater=20
must be the paralyzing fear of subsequent bitterness and vengeance;

=C2=B7  states its concern at the continued attempts of the Government of Is=
rael=20
to expand and build settlements, so creating new =E2=80=98facts on the groun=
d=E2=80=99 at=20
this highly critical stage of the peace process;

=C2=B7  expresses the prayerful hope that the momentum of the last few years=
,=20
towards a peaceful and just co-existence, will not be reversed by the curren=
t=20
violent conflict.
