Delegates adopt resolutions on structure, planning, administration
ST. LOUIS -- Delegates to the 61st Regular Convention of The Lutheran
Church Missouri Synod on Monday, July 16, adopted several resolutions
pertaining to the church body s structure, planning and administration.
Among those resolutions, delegates voted to refer the current, pro tem,
Commission on Structure s report on the LCMS Handbook reorganization back
to the commission so that it can continue its work on the report.
The commission was charged by the Synod s 1998 convention with preparing a
revision of the Handbook, which contains LCMS bylaws, and to report its
work to the 2001 convention. The Commission on Structure completed its
report, but the Synod s Commission on Constitutional Matters (CCM) has not
finished its review of the report.
The resolution adopted on July 16 encourages the CCM to complete its review
and to submit its concerns to the pro tem Commission on Structure so that
it may take those concerns into consideration and present a new report to
the 2004 convention.
In a related action, delegates voted Sunday, July 15, to establish a new,
permanent Commission on Structure that would deal with new assignments.
Delegates also adopted a resolution that allows the Board of Managers of
Worker Benefit Plans, the organization that administers the Synod s
pension- and health-benefits coverages, to make changes to increase
health-care and retirement benefits without prior approval from the Synod s
Board of Directors.
Those changes are subject to limits established by the Board of Directors,
and must be reported to the board "in a timely manner."
