Delegates vote to establish permanent Commission on Structure

ST. LOUIS Delegates to the 61st Regular Convention of The Lutheran Church 
Missouri Synod voted Monday, July 16, to establish a permanent Commission 
on Structure that would be responsible for maintaining the church body s 
Handbook.

The new commission s duties would include "identifying and recommending 
modifications to areas of concern" in the Handbook, with an eye toward 
making the document easier to use. The Handbook carries the church body s 
Constitution and Bylaws.

The new commission will consist of eight members, including the church body 
s secretary and chief administrative officer, a member of the church s 
Commission on Constitutional Matters and five members appointed by the LCMS 
Board of Directors.

A previous Commission on Structure, established by the Synod s 1981 
convention, ceased operation in 1992 when a newly created Mission and 
Ministry Council assumed responsibility for all Commission on Structure 
functions.

The Commission on Structure was re-established by the 1998 convention to 
reorganize the LCMS Handbook and to report its work to the 2001 convention 
for endorsement. That commission has forwarded its report to the Commission 
on Constitutional Matters (CCM), which has not yet completed its review.

Another resolution to this year s convention, not yet adopted by delegates, 
asks the CCM to complete its review, and asks the current pro tem 
Commission on Structure to take CCM concerns into consideration before 
presenting its final report to the LCMS convention in 2004.
