Chinese social service organizations reaching out to people with disabilities are

sending a delegation to visit Taiwan for the first time. The delegation’s leader Pan

Yu, who heads an organization for disabled people in Hunan, said many social

service organizations in China lack on-hand or clinical experience and it was an

eye-opening experience to visit Taiwan and learn as much as possible.

The delegation was invited to Taiwan by Eden Social Welfare Foundation.

According to the foundation, this is the first time that a social service organization

from China is visiting Taiwan and the main goal of this Chinese delegation is to

revamp services and increase professionalism among Chinese organizations by

learning from Taiwan. The delegation consisted of professionals from Hunan,

>Nanjing, Sichuan, and Guangzhou.

The delegation of 13 arrived to Taiwan on May 31st and Eden Foundation gave

them a tour of the Bureau of Employment and Vocational Training on June 2nd

where they saw a call center in action and observed how disabled people

performed as phone operators. This was the only government organization that the

Chinese delegation visited during their stay in Taiwan and the visit received

>significant coverage.

While visiting the call center, Eden CEO Huang Cho-sung told the delegation that

government and private organizations had collaborated together to help disabled

people get employment as operators at call centers. The center they were visiting

had 28 operators so far and all of them were people with disabilities. These

operators received 3 months of mandatory training before starting their jobs.

To help disabled people become employed, the Council of Labor Affairs came up

with the idea of placing them as call center operators and secured employment

opportunities. Eden Foundation partnered with the Council by providing human

resources. The Foundation was responsible for recruitment and training, placing

people in suitable organizations or job positions, and ensuring no candidate got lost

in the shuffle. As a result of this partnership between public and private

organizations, a professional, high-quality, and effective placement service for

>people with disabilities was established.
