The START treaty would reduce the limit on strategic nuclear warheads to 1,550 for each country from the current ceiling of 2,200. It also would set up new procedures to allow both countries to inspect each other's arsenals to verify compliance. The message by the Rev. Michael Kinnamon, National Council of Churches general secretary, and the Rev. John L. McCullough, a United Methodist and Church World Serviceâs executive director and CEO, comes at a time when ratification of the treaty is uncertain during the lame duck period before the 111th Congress adjourns. Sixty-seven Senate votes are required for ratification.
