Shows Decrease in Spending

CHARLOTTE, N.C.--In its first report to the 210th General Assembly, the
General Assembly Procedures (GAP) Committee proposed today the budget and
per capita apportionment figures for 1998 and 1998. The Committee
recommended retaining the apportionment figure of $4.77 per member, for
both 1998 and 1999. The total budget figures approved reflect a future
decrease in spending.

The GAP Committee also recommended, with amendments, a related Overture
from the Presbytery of Santa Fe to try and increase the number of
presbyteries who pay the per capita apportionment fees. The Santa Fe
Overture would have instructed the Stated Clerk to report annually those
presbyteries who had not paid the apportionment fees. In addition, the
measure would have advised commissioners that they should not participate
in debate and discussion or vote on any capital expenditure matter if they
have not met their per capita apportionment.
Though the Committee struck those two measures it did approve
instructing the Moderator of the General Assembly to communicate with each
presbytery failing to meet the apportionment that they place an unfair
burden on fellow Presbyterians and other presbyteries to make up the
different. This recommendation is designed to address the significant
problem with uncollected funds totaling $300,000 last year.
