Stewardship Report Reflects New Realities

CHARLOTTE--The 210th General Assembly approved the Deliverance submitted by
the Presbyterian Church (U.S.A.) Foundation through the Assembly Committee
on Stewardship and Funding for ratification of the creation of the New
Covenant Trust Company, N.A. New Covenant is a wholly owned subsidiary of
the Foundation. The General Assembly Council (GAC) has the same
relationships with New Covenant that it has with the Foundation.
The Foundation was directed to continue and to explore and initiate ways
to enhance its expertise and capacity in support of the Wills Emphasis,
Planned Gifts, and Investment Management Services programs that will allow
those programs to become ever more effective.
Comprehensive Strategy for Mission Funding
The report of the Comprehensive Strategy for Mission Funding Work Group
was approved and commended to the church for study and use. It was
affirmed that the Presbyterian Church (U.S.A.) is one church with one
mission validated by sessions, presbyteries, synods and the General
Assembly, and that this mission is appropriately funded by appeals to the
whole church within and beyond governing body boundaries or budgets.
It is being recommended that all presbytery committees and theological
institutions be encouraged to address the theology of stewardship,
fiduciary responsibilities, and personal financial management as integral
aspects of ministry. Stewardship and mission interpretation resources are
to be provided by synods and presbyteries working in partnership with each
other and the General Assembly. Every governing body using per capita
apportionments are directed to communicate clearly to sessions the purposes
for which it is used. The report passed without discussion or dissent,
which prompted Moderator Douglas Oldenburg to say:"Go back and read this
report. It alerts the church to a variety of ways to fund mission. It's a
wonderful report!" His suggestion was greeted with applause for the work
group which produced it.
Bicentennial Fund
The Assembly expressed appreciation to the volunteers and staff persons
who gave their time and energy to the Bicentennial Fund Campaign, and to
the many donors who have so far contributed more than $74 million to the
programs supported by the campaign. Payments on pledges should be made as
soon as possible so that the projects still waiting for funding can be
completed.
Revolving Loan Fund
Responding to an overture from the Presbytery of Arkansas, the Assembly
directed the GAC to appoint a special committee to consider the possibility
of offering financial services in the area of acquisition and disposal of
property, including but not limited to "a revolving loan fund."
