Faithful Payments of per Capita Apportionment by Churches and Presbyteries
Makes it Possible to Balance the Budget

CHARLOTTE, N.C.--The General Assembly passed a balanced budget for both
1998 and 1999 after revising the amount of money the Presbyterian Church
(U.S.A.) Collected from per capita apportionment payments from presbyteries
this year, and anticipated payments for next year. The amount originally
predicted for unpaid fees was $400,000 in 1998. But the catagory of
"Reserve for Uncollectible Per Capita Apportionment" was only $207,772. The
anticipated uncollectable funds in 1999 are $349,185 instead of the
$400,000 budgeted for 1999.
The General Assemby approved a measure recommended by the General
Assembly Procedures (GAP) committee to require a more conscious effort to
communicate the vital need for presbyteries to pay these fees so it will
not place an undue burden on the rest of the church.
The per capita apportionment fee of $4.77 for both 1998 and 1999 was
approved at the conclusion of the Assembly. This is the same rate as last
year. The figures are as follows: 1998 Budget Per Capita
Apportionment (charge per communicant member)
$14,182,040 $4.77
1999
$13,484,299 $4.77
"This means that the faithfulness of churches and presbyteries has made
it possible to balance the budget," said GAP Moderator Jack Simonds. "This
is very good news for the church."
